Government agencies world-wide have proven to be one of the main adopters of service architectures that are truly customer-centric. They use XML to link their systems together, and to expose "Government Gateways" for private citizens, businesses and internal government departments and agencies to access government portals that expose a wide range of services. These users demand an efficient, anytime, anywhere availability and expect a government service that maintains security and protects the privacy of their personal information. XML and Service-Oriented Architectures (SOA) are imperative to the success of e-Government initiatives because they allow for the quick and seamless exchange of critical information.

Homeland Security mandates for a heightened regulatory environment means government agencies need to actively protect and control the release of private and sensitive information. Furthermore, when delivering services, these government agencies are also obliged to collect, accumulate, process and share information whilst at the same time Data Privacy legislation demands governments can simultaneously assure individual privacy.

Vordel Solutions

Vordel enables government customers to manage their XML traffic; ensure that identity controls are applied to all exposed services; comply with security and data privacy regulation and enforce high performance SLA requirements.

Share information across domains and gain real-time data access

National Information Exchange Model

Examples of e-Government solutions which are enabled by Vordel's products include:
  • Advance Passenger Information (API) systems, whereby governments share information about passengers crossing borders.
  • Cross-departmental sharing of citizen information, which allows "joined-up government", reducing redundancy and waste.
  • Collaborative document creation, where core XML-based documents are edited across different government departments, even across different national governments.

e-Government systems have stringent privacy and audit-logging requirements. They also cannot compromise on performance. Vordel provides encryption and signing at field level which allows sensitive information to be selectively encrypted and signed. Vordel also supports the open standards such as SAML 2.0 which are used in e-Government to avoid vendor lock-in.

Secure Cross-Domain Information Exchange

The Vordel XML Gateway supports SAML, WS-Policy, and XACML for secure exchange of data across security domains. Policy is communicated to clients using WS-Policy and WS-SecurityPolicy, in order to enable clients to construct the appropriate security tokens for access to protected environments. In such environments, attribute information, used for authorization, may be communicated without the requirement to also send identifying tokens. This allows for highly secure communications, without identity leakage across security domains.

FIPS Certification

Vordel provides cryptography algorithms at FIPS 140-2 Level, with HSM key storage

Managed Portal and Web 2.0 Access for Government Customers

Vordel products have been deployed to manage portal access for government customers. URL-rewriting is provided to mask back-end resources. The creation of Web 2.0 services in front of existing systems is easily achieved with the Vordel XML Gateway’s flexible configuration.

Vordel Solutions

Vordel enables government customers to manage their XML traffic; ensure that identity controls are applied to all exposed services; comply with security and data privacy regulation and enforce high performance SLA requirements.

Examples of end-use of Vordel products include Cross-Departmental sharing of citizen and corporate information which allows "joined-up government" for tax services, thus reducing redundancy and waste. Cross-Border security controls and Advance Passenger Information (API) systems, whereby governments share information passenger data.

SOAP, XML, Browser Access, and Web 2.0
Vordel products have been deployed to manage US Govt portal access, SOAP services, and plain XML.

High Availability
Vordel Gateways may be deployed in a high-availability environment, guaranteeing that no single-point-of-failure is present.

Support for Virtualized Environments
Because Vordel’s Gateway uses fast multi-core processors rather than relying on dated proprietary XML hardware, Vordel’s products are suited to virtualized environments.

Examples of e-Government solutions which are enabled by Vordel's products include:

  • Advance Passenger Information (API) systems, whereby governments share information about passengers crossing borders.

"Vordel delivered a high performance, highly scalable solution that has enabled GISS secure and manage the efficient delivery of our eGovernment services. They complemented our Web Services environment by providing the requisite levels of security for external and internal usage of these key services."

Standards Compliance

Both Common Criteria and FIPS are recognized by governments and IT professionals around the world as a critical measure of the quality of an IT security product. The focus of FIPS is on protecting all aspects of cryptographic processing and Common Criteria (CC) provides assurance that the process of specification, implementation and evaluation of a computer security product has been conducted in a rigorous and standard manner.

Vordel appliances for government offer FIPS and CC certified cryptographic Hardware Security Module (HSM) hardware components.

FIPS

The Federal Information Processing Standards (FIPS) outlines a consistent set of security requirements for cryptographic modules defined by the US Federal government and are recommended for use by government agencies and government contractors. This standard is also recognized and enforced by the Canadian government, as well as members of other industries such as the financial services industry. The focus on FIPS is to protect all aspects of cryptographic processing.

Government and military security regulations are among the strictest in the industry and require that information assurance (IA) products be fully FIPS compliant. Vordel products can offer several levels of FIPS compliance and Hardware Security Module (HSM).

Common Criteria Certification

The Common Criteria for Information Technology Security Evaluation (Common Criteria or CC) is an international standard for computer security certification. CC provides assurance that the process of specification, implementation and evaluation of a computer security product has been conducted in a rigorous and standard manner. Each security product is assessed by a numerical rating (Evaluation Assurance Level) describing the depth and rigor of an evaluation.

The Hardware Security Module (HSM) vendor hardware components offered by Vordel are currently under a rating evaluation assessment for Evaluation Assurance Level 4.

National Information Exchange Model Compliant

Vordel provides active support for NIEM through the Vordel XML Gateway product which enables Government agencies to integrate and secure their inter-departmental communications in compliance with NIEM. By mapping different data formats associated with NIEM and applying policy-based rules to the traffic, Vordel enables timely, accurate, and secure information access and exchange between agencies and jurisdictions at all levels of government.
